TOKYU LAND CORPORATION (Head Office: Shibuya-ku, Tokyo; President: Hiroaki Hoshino; hereinafter, “TOKYU LAND CORPORATION”), JDC CORPORATION (Head Office: Minato-ku, Tokyo; President: Isao Hayashi; hereinafter, “JDC”), and Marubeni Corporation (Head Office: Chiyoda-ku, Tokyo; President: Masumi Kakinoki; hereinafter, “Marubeni”), together forming a consortium (hereinafter, “the Consortium,” represented by TOKYU LAND CORPORATION), have been selected as the developers for the “Sazan Tosu Cross Park,” a new industrial park solicited by Tosu City (Mayor: Keito Mukaikado) in cooperation with Saga Prefecture (Governor: Yoshinori Yamaguchi). They hereby announce that they have concluded a basic agreement with Tosu City.
This project aims not only to develop advanced logistics facilities but also to attract manufacturing companies and establish domestic production bases, progressing towards the development of a new industrial park centered around GX and DX. The entire area will be equipped with a smart grid. Leveraging TOKYU LAND CORPORATION’s expertise in renewable energy generation and battery storage, combined with Power Purchase Agreements (PPA), the Consortium will develop a “Green Industrial Park” that operates on 100% renewable energy (RE100) within the area. Furthermore, by leveraging TOKYU LAND CORPORATION’s smart city development expertise in Shibuya-ku and Minato-ku (Takeshiba), JDC’s accomplishments and expertise acquired through its land reclamation, real estate development, and renewable energy projects, and Marubeni’s experience in industrial park development and sales primarily in Southeast Asia, as well as each company’s expertise in DX, the Consortium will develop a “Smart Industrial Park” capable of accommodating future trends such as automated trucking and factory automation. Through collaborations among industry, academia, government, and the private sector, this initiative aims to strengthen supply chains and stimulate regional economic development.
Background of the Solicitation and Role of the Development Consortium
Tosu City has historically developed as a leading industrial aggregation hub in Japan, owing to its excellent access as a transportation hub to the entire Kyushu region, minimal seismic activity, abundant water resources, and a well-developed local workforce. However, in recent years, there has been a shortage of suitable industrial land, leading to an inability to meet the demands for factory relocations and new establishments promptly. In response to these circumstances, Tosu City has embarked on a public-private partnership project utilizing private capital and the Regional Future Investment Promotion Law (a law aimed at enhancing the foundation for regional growth and development through promoting regional economic leading projects) to swiftly address the needs of companies seeking to expand.
The Consortium selected as the development operator will collaborate with Saga Prefecture and Tosu City to leverage the resources and diverse expertise in urban development accumulated by the comprehensive developer, general contractor, and trading company within the three participating companies. Their goal is to develop a next-generation industrial base aimed at solving societal issues and revitalizing the region.

Description of the Development Site
The development site is located near the newly opened “Ogori Tosu Minami Smart Interchange,” which commenced operations on June 9, 2024. Situated in Tosu City, which serves as a pivotal transportation hub for Kyushu due to its intersection with the east-west Kyushu Expressway and the north-south Kyushu Through Expressway, this area facilitates industrial function induction leveraging its excellent transportation accessibility.
